Fraud Prevention Expert and Security Consultant, Richard Kumadoe, says perception is a key element of intelligence gathering, insisting the Minister of National Security’s statement on bias of judges potentially being a threat to the country’s security must not be dismissed or criticized.

When it comes to security there is some element of intelligence that comes from perception and that’s why you realize that Security Intelligence Officers most of the time do three things. First off, they verify to confirm, secondly, they authenticate the truthfulness of what they might have picked which is based on perception or reality and thirdly they ascertain the truthfulness of what was put before them and that’s why it’s called working intelligence.”
According to him, most things verified by Security Intelligence Officers are based on perception or something somebody might have said.
“So, perception is critical and that is why he (Kan Dapaah) was raising the alarm bells warning us to be careful so we do not give credence to people to have this perception and do you know why?” Richard Kumadoe explained coup plotters and terrorists monitor the perception in countries which can escalate into demonstrations and all manner of things. That is what the Minister doesn’t want happening. He doesn’t want to give credence to people who want to take on the state and I think this is the real motive behind what he said,” he shared in a discussion with Samuel Eshun on e.tv Ghana’s Fact Sheet Show.
The Security Consultant posits the National Security Minister in no way meant to impugn judges in no way especially as they are colleagues on the same level.
Mr Kan Dapaah, speaking at a sensitisation workshop on the national security strategy for judges of the superior courts, warned that the perception that the judiciary is biased has dire consequences on the country’s security.
He said if this is not checked, it will compel the citizenry to take the law into their own hands for personal satisfaction with the bench deemed biased.
“Injustice occasioned as a result of the absence of an effective justice delivery system or delayed justice or biased justice is certainly a threat to national security.
“Indeed, when injustice abounds, particularly in situations where the bench, which is considered the final arbiter of disputes, is deemed biased, citizens tend to take the law into their own hands most times without recourse to the established systems of justice delivery,” he said.
